This is allowed by God to show how disgraces come upon us only by ourselves, we are the responsible because we are sinner and dragged to sin. Soccer game is not devilish in itself, but a nation which exults in the soccer game and gives glory to football 'heroes' in the game of arena is a nation which doesn't give glory to God. It is the nation's sin that allowed further evil to come on itself, don't blame too much Putin now, the selfish Russian government is only the executor of the God's will:
